Student Route: Differential Evidence Requirement (formerly Tier 4 “Differentiation Arrangements”)

Share:

A VPN is an essential component of IT security, whether you’re just starting a business or are already up and running. Most business interactions and transactions happen online and VPN

Key takeaways

  • The former Tier 4 “differentiation arrangements” now exist under the Student route as the differential evidence requirement. You may not need to submit financial and academic evidence with your visa application if you’re from a listed nationality (ST 22.1)—but UKVI can still request it later.
  • The rule is in Immigration Rules: Appendix Student, ST 22.1. It lists qualifying nationalities and also covers certain Hong Kong/Macau/Taiwan/BNO passport holders.
  • If ST 22.1 applies, dependants applying at the same time can also benefit from reduced up-front evidence in specific circumstances referenced elsewhere in Appendix Student.
  • Even if you qualify, you must hold the required funds/qualifications and provide them if UKVI asks during processing.

What is the “differential evidence requirement”?

Under Appendix Student (ST 22.1), applicants from specified nationalities (and certain passport categories) do not need to upload financial evidence (maintenance) and documents used to obtain the offer at the time of application. Decision makers may request that evidence later, so you must have it and keep it ready.

Where the rule sits: “### Differential evidence requirement for a Student” → ST 22.1 in the official online Rules. The Home Office caseworker guidance (Student & Child Student, 16 July 2025) also signposts ST 22.1.

Who qualifies? (summary of ST 22.1)

You qualify if you apply from your country of residence or from within the UK and either:

  • hold a passport issued by Hong Kong SAR, Macau SAR, Taiwan (with ID number), or you are registered as a British National (Overseas); or
  • you are a national of one of the countries listed in ST 22.1 (full list appears in the Rule text).

Tip: The Appendix page displays the current list. Always check Appendix Student → ST 22.1 on GOV.UK before you apply.

What evidence can be omitted up-front (if ST 22.1 applies)?

  • Financial evidence (to prove maintenance)
  • “Documents used to obtain the offer” (e.g., qualification certificates/transcripts referenced in your CAS), subject to the usual exceptions for HEPs with track record at degree level (ST 20).

However, you must still meet the requirements and UKVI can ask for the documents at any time. Do not apply unless you genuinely hold the funds/qualifications in the correct format.

Dependants and differential evidence

Appendix Student also sets out the financial requirement for dependants and cross-references when ST 22.1 can reduce evidence they must show (for example, where applying at the same time as the Student). Check the dependant finance paragraphs (ST 33+).

Process tips (minimise refusals)

  1. Read your CAS carefully and ensure every qualification it cites is real, correct and available. ST 22.1 removes submission, not the requirement.
  2. Hold the required funds for the correct period (Appendix Finance) even if you don’t upload bank statements. If UKVI requests them, you’ll have short deadlines to respond.
  3. For dependants, check the specific finance tables/notes in Appendix Student and whether the ST 22.1 concession applies to them in your scenario.
  4. If your nationality is not in ST 22.1—or if you prefer to front-load evidence—submit full documents at application.

FAQs

What were Tier 4 “differentiation arrangements”?
They were an earlier form of reduced up-front evidence for low-risk nationals under Tier 4. Today, they are the Student route differential evidence requirement (ST 22.1).

Do low-risk nationals need to show money?
You must have the required funds and may be asked to provide proof. ST 22.1 only removes the need to upload the evidence with the application.

Which countries are eligible?
The current list is in ST 22.1 on the official Appendix Student page (GOV.UK). Always check the live Rule before applying.

Can my dependant rely on the same concession?
In some cases, yes—dependant finance provisions cross-refer to ST 22.1 when applying with the Student. Check ST 33+.

Will UKVI ever ask for documents later?
Yes. Caseworkers may request financial and academic evidence at any point. Keep documents ready.
